EFFINGHAM — Beginning Wednesday, Oct. 31, construction work will begin on a manhole at St. Anthony Avenue and Oak Street. Work should be completed by the end of the day Friday, Nov. 2. Both streets will remain open during the entire operation, but delays should be expected.
